I'm willing to create a measure that returns an image that changes depending on another measure.

@Anonymous Yes, why can't you have an another field call it as Flag. Then flag with "Y" for one image and another one with "N". Use the Flag filter in to get the appropriate image and use that in your IF statement.

PowerBI spends too much time downloading the pictures everytime i run the project because i have more than 40 measure. I want to improve that point
@Anonymous Ok ! Thanks for confirming that.. In that case, store the images in a database table and use the image field (binary format) in Power BI. Here is the useful thread about storing the images in SQL Server table and accessing in Power BI.

Thank you for your answer , i did try that., I created a query with the pirctures in binary format : It works when you want to simply display the images.
In my case i want to link it with a measure , when it's zero it shows a picture , when it's not it shows another
