So if it is not possible to create the graph I want in Power BI without using paid for custom visuals, what are my options for importing from excel? Do I just have to create an image of the graph and import as a picture? Or is there something better?

There is no option to import graphs from excel.
If you will import it as an image, this will be just a static picture.
