It would help if you explained what the logic does. I'm sure I'm not the only one who doesn't remember clearly how FIXED works in Tableau.

Fixed function seems summarize fields which you define after fix function, then use these as summary group to calculate with column defined after ':' character.
You can try to use following measure if it works:
Measure =
CALCULATE (
SUM ( TABLE[Total Complaints Received Admin + Calls] ),
ALLSELECTED ( TABLE ),
VALUES ( TABLE[BPO] ),
VALUES ( TABLE[Year] ),
VALUES ( TABLE[Month] )
)
/ AVERAGE ( Table[Inforce policies] )
* 100
