How to sort clustered column chart

How can I sort below clustered column chart from highest to lowest value (%) ? The problem is my Y-axis contain all of the column as below.

Any other way to do this? Because if I unpivot my data, the row of the table will be different

I don't understand your comment since I don't see the context. Might be easier if you provide the sample data.
