cnt = Count(Table[Customer ID]) is the measure you have used
bucket = Generateseries(1, 100) will help you create a new table for group by/filter
and measure like
countx(filter(Values(Table[Customer ID]),[cnt] = max(Bucket[Value]) ), [Customer ID] )
or
sumx(bucket, calculate(
countx(filter(Values(Table[Customer ID]),[cnt] = max(Bucket[Value]) ), [Customer ID] ) ))
