How to implement this nested TOP N

Hi everyone,

 

im trying to implement this very complicated nested top 5

 

Let's say i have this table

These are the requisites

The top 5 should be based on %.
In case there are more bank with 100%, i need to show the bank with the highest numerator.
otherwise i need to show the bank with the highest denominator

 

How can i implement this ?

i read it all,  but i can't figure it how anyway...any help would be useful!
