If I understood you correctly.
You need 3 measures (not columns / fields)
Modify your first measure for :
1. Actual Hrs This Year =sum( Jobcost[jcacthours])
2. Same Period Last Year = CALCULATE([Actual Hrs This Year ], SAMEPERIODLASTYEAR('Calendar'[Mydate]) )
3.YOY % =( [Actual Hrs This Year] - [Same Period Last Year])/ [Actual Hrs This year]
Otherwise
