How to Filter Rates / Slicer?

Hi All,

                 I have a visualization that tracks different rates for different variables (screen shot attached). I would like to setup a slicer that will allow me to see the top 90%-100%, or bottom 0%-20%, for example (or any range in between). But, right now I am forced to view the entire 0%-100% range. What can I do to make the displayed range customizable?

Any information would be useful. 

Note: I am a complete n00b and need idiot proof answers.

In general, you can create a rank column and then create a filter based on that column. You can refer to similar case below:
