How to Fill in blank data for header and merge several rows to make Header

Hello Power BI Community.

 

I have a slight dirty data like below showing transaction data by product for each date.

・2nd Row shows Years

・3rd Row shows Month

・4th Row shows Transaction Category (Sales Data, Distribution Volume etc.)

・5 th Row show actual transaction number by Products

 

I want to visualize this in Power BI so I am thinking to create data like below.

I tried to do it by below process in Power BI but dont know which query to use / how to make this possible.

Or teach me if there is more better way.

Could you please advice?

 

●Step1:Fill in blank cells for Year/Month

→Is this possible in Power Query?

 

●Step2:Combine 2nd, 3rd, 4th Row to make header one row and use as header

→Is this possible?

 

●Step3:Use Unpivot to unpivot the data

●Step4:Seperat Column2 to "Date" and "Category (Sales, Inventory, Product, etc)"

 

Could you please help me write some Query above or other workaround?
