Horizontal line as part of the tool tip

Is ther a way of adding to an exisiting line chart the ability to have a horizontal line as part of the tool tip functionality. Currently when you hover over the line chart you have a vertical line appears that shows where that point sits on the X-axis. I would like a similar line to appear against the Y-axis. This is more so that I can show whether the historic part of the line is above or below against a certain point. If this isn't possible is there a custom visual out there that would provide this?

See image below, I've added the horizional green line, which is what I'm after as a tool tip, and by having this line I can quiet easily see where the current position of the white line (end value) matches the same value historically. It just makes sense that if you have a vertical line appear as part of a tool tip why not a horizional line?
