Help with countif

Hi,

 

We are looking to use a formula to count any cells less than 1. This is the code we are using but it is still counting all of the cells rather than any with less than 1. Please could anyone help figure this out?

 

Less than 12 Months =
CONCATENATE(
    FORMAT(
CALCULATE(
    DISTINCTCOUNT('Leavers3'[Employee Number])
    ,'Leavers3'[Length of Service (Years)] = "0"
)
/
DISTINCTCOUNT('Leavers3'[Employee Number]),
"0.00% - "),
CALCULATE(COUNT(Leavers3[Leaving Reason])
))

If this does not help
Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
