Help in Map visual

Hi ,

I want to know which map is suitable to create a layers as state ,county, zipcodes .As I want to drill down through each layers and i also want to plot quartiles as to know in which quartiles the states and counties fall.
I have a dataset of US staes and counties and quartiles are as 1,2,3,4, as we can use quartiles as a filter to slice it.

States should be look like this:

Counties should be look like this:

Any help will be appreciated .

For the drill down feature in Map, please refer to the "Use geo-hierarchies so you can drill down to different "levels" of location" on the link below.
