Fixing ingested urls, removing %2f etc

I want to convert these url parts to proper url strings to pull reports from, they are generated by a url themselves.

Theres a couple of urls chained here until i get to a CSV at this website so i need to get each url and follow it.

Basically im looking for the opposite of Uri.EscapeDataString([Column1]))

Can you delete your reply. I'm looking for ways to decode the html encoding like "%2f" or  "%3f" not text manipulation. thanks.
