Fixed LOD Expression

Hello,

 

I'm trying to convert a dashboard from Tableau to Power BI but I'm having an issue with trying to convert a fixed expression.
I want to have the last person who updated a project for each Project ID without having all entries and repeated Project ID's and I'm using this calculation: 

Who Last Updated = CALCULATE(
    MAXX('Project History','Project History'[First & Last Name]),
    ALLEXCEPT('Project History','Project History'[Project ID])
    )
But for some reason, a few will bring up the first person who updated, not the last.
Here is an example: The First & Last Name are all of the people who made an update.

Can you please help me out? I've been searching for any suggestions and haven't had any luck
