Hi,
you should create an extra table, just containing 1 column "Department".
Then create the following relations:
Department --> Dataset1.Department
Department --> Dataset2.Department
Department --> Dateset3.Department
Use the Department from the new table as the Filter.

its not possible to have multiple connections to one table with Power Query btw
