Filter on "is not blank" in Matrix vs Table and graphs

For table and graphs i can use the "is not blank" filter.

It produces exactly the result i expect and want.

However, if I use the exact same filter on the exact same data in a Matrix it is completely ignored!

Is this a bug? How can I achieve the same in a Matrix?

It applies to the column subtotals in Matrix.
