False changes in PBIP files when no changes are made

Hi!
We use CI/CD for PBIP report and have a file with all measures.
The problem is that Power BI moves measures across file even when there were no changes, causing Git to track this false positive changes. This makes it much harder to collaborate. It happens in queries files as well, but measures cause the most trouble.
Do you know why PBI does it and is there any solution? May it be caused by slightly different versions of PBI?
Reproduction steps
1. Pull the latest version from repo.
2. Open the report.
3. Change nothing.
4. Save it.
5. Have some changes.

As you mentioned, different versions of Power BI can cause small differences in file formats that can trigger these erroneous changes. Ensuring that all team members use the same version of Power BI may help minimize this.
