Exel file tooltip

Hi All, Does anyone come across this type of requirement please ping me i need some help, I have data an Azure sql Table with blob column(abc.csv) and some data an excel file. here challenging is while visulaize the data in tabular format First 3 columns are coming from the databse and 4th column should show the image when user click on the image it should show entire csv file will show with comma separated vales, Is it possible in Power BI?
