Email Alert for a Scorecard

All,

I want to create email alerts on a score card or Gauge. I will be using Power Query in Excel file to call PowerBI API. 

My question is in PowerBI can any formula work on the score card? 
I have two columns I am using to find the difference. I will be putting this on score card will this work? 

Also what if I have an alert for when the score card reaches 0. If it jumps to 0 and then 10 within minutes will it still alert me?

For email alerts in Power BI Service, you could refer to the following document:

Set data alerts in the Power BI service - Power BI | Microsoft Docs

Please notice that Alerts only work on refreshed data and emails are sent if data has changes. You need to set scheduled refresh on the dataset or manually refresh the dataset to bring data changes into the model. In addition, there is a Maximum notification frequency for Alerts.
