Dynamic X-Axis Levels based on RLS

I have a 5 level org hierarchy and have implemented Dynamic RLS so that each level can only see data for their own department including data for all those who report under them. 


Ex: X is at Level 2 : Has access to Dept A, all groups, subgroups, and aread under it. Y is at Level 3 under Dept C : Has access to all Groups and Sub-Groups under C

I have a waterfall chart that shows expenses for each level and workgroup (dept, group, sub-group, area). This is the view at company level and it can be drilled down to reach Area level view.

But with RLS Implemented if X logs in they see this since they only have access to Dept A at Level 2:

So they need to drill down to see Level 3 breakdown. Similar issue is encountered when Y logs in - they need to drill down twice to get to the desired view.

Is there a way by defaulting the view / creating a measure that I can change what level data X Axis would show based on who is logging in?

Desired State:
X Logs in and sees this in place of the L2 view above
