Dynamic Tooltip comparing measures
Is this possible in Power BI tooltips two compare one metric at a time. exp this is how it is at the moment

You could test to create custom tooltip.It also could work on measure.

Tooltip need to be prepared the way you want to show.
Create tooltip page accordingly.
