Display as at end of quarter

Hi,

I have following data set. When I put into a visual and report by quarter the quantity and rate fields are summed (refer graph 1). 

I want the quantity to sum by quarter and the rate to display as at quarter end. For example December 2022 quarter Quantity = 45 and Rate = 30% (refer graph 2). Can somebody please help with a measure to display the rate at the end of the quarter in a graph.
