While sharing the SQL server based direct query to users I noticed that if i assign viewer role to users they are not able to view the report, only on assigning Contributor or above role they are able to see the report.
Is there's a way to fix it as I can't assign contributor or above role to the users.

Based on your description, the problem seems to be caused by the Row-level security set up in your report.
If you publish your Power BI Desktop report to a new workspace experience in the Power BI service, the RLS roles are applied to members who are assigned to the Viewer role in the workspace. Even if Viewers are given Build permissions to the dataset, RLS still applies. Workspace members assigned Admin, Member, or Contributor have edit permission for the dataset and, therefore, RLS doesn’t apply to them.
You will need to contact the workspace admin to reassign the user role.
Or contact the report creator to remove the RLS settings (this is not a very wise choice considering the protection of the data. But if the data can be presented to these users, you may consider this suggestion)
