According to your description, you can create a measureu as the conditional formatting judgment condition, mark the designated "F" as red or any color you like. I did a test, the reference is as follows:

SWITCH (
TRUE (),
MAX ( 'Table'[Contributor] ) = "F", "red",
MAX ( 'Table'[Contributor] ) <> "F", "green"
)

@Anonymous Not sure I completely understand but perhaps create a measure like the following and use it in a Rules-based conditional formatting?
