Well, create a new data set for the example showed me what I was doing wrong. The page the measure is on involves 2 Data set tables where one showcases this year only while the other showcases this and last year. Since the Department filter was showing this year only, it was not populating or understanding that last year there was claims. Adjusting the slicer interactions and adding a this/last year slicer fixed the issue.
