Date Tracking for multiple categories

Hello my fellow answer seekers. I am currently using this formula to track the last time a claim was filed: 

Date of Last Submitted Claim = CALCULATE(MAX('Full_Data'[Date]),FILTER(Full_Data, Full_Data[Expired] = "No")).
 
The issue I am running into is that when I want to see the last time different departments have made a claim, using a slicer, it will only populate the most recent occuance rather than the most recent for that department. Example: Clothing filed a claim on 3/7/25 last but shoes filed last filed a claim on 2/25/25. When shoes are selected in the slicer no data is populated.
 
Is there anything I can add to my formula to address this?

Well, create a new data set for the example showed me what I was doing wrong. The page the measure is on involves 2 Data set tables where one showcases this year only while the other showcases this and last year. Since the Department filter was showing this year only, it was not populating or understanding that last year there was claims. Adjusting the slicer interactions and adding a this/last year slicer fixed the issue.

Does this measure work

Claim = CALCULATE(MAX('Full_Data'[Date]),Full_Data[Expired] = "No")

If not, then share the download link of the PBI file.  Show the problem and expected result very clearly.
