    flintstone , duplicate date %

    divide(count(Table[Column]) - countdistinct(Table[Column]), count(Table[Column]))

     

    Missing value need context like item missing in fact

    if(isblank([measure]),1,0)

    plot against any dimension it will give missing value

     

    or try like

    countx(values(item[item]),if(isblank([measure]),[item],blank()))

I did a test and think that the formula provided by amitchandak  is feasible.
