Data model for many to many relationship

I have a budget/target table by rep by product, the fact table is invoice, SM retail has a many to many relationship due to matrix/territory model. I cannot make a target achivement by rep by product but it works for by rep only. Could you help me to advice a solution for this ? By Dax or by another models with bridge tables ?

This is a complex issue and that depends on the model and data needs, I suggest that you check the video below frokm Marco Russo with an explanation of the issues and how to solve it using bridges tables.
