In data view, I have missing rows yet when I view the data in Power Query, the rows are there. They appear to all be rows that have one provider's name in them. When I filter Power query to only that provider, close and apply, the rows and only those rows are in the data view. When I go back into Power Query, remove the filter, close and apply, the values are once again missing in the data view. This is impacting the report view as well. I feel like the reason should be obvious and I am just missing it. Any help would be greatly appreciated, thank you!

After filtering in Power Query, check if you have any later steps that might be dropping rows. For example, if you filter first by a specific provider name and then remove duplicates on the Department column, the row for that provider will be kept because the filter makes it the only one left for that department. But if the filter is not applied before removing duplicates, Power Query will keep the first department record it finds, which might belong to a different provider.

can you share the powerquery mcode that is in advanced editor.
this is only the transformation code and it doesn't have your data, we just want to see whats eleminating the provider.
because if its showing in power query and not showing in data view section then there's a step in Power query that is preventing this data from loading into power bi.

When you say 'data view' I assume you mean the data you can see in Power BI in a visual or a table?
How have you confirmed that these rows are missing? Have you created a table visual in PBI and then used a silcer to filter for these rows?
It's very odd for data that you can see in PQ to not be in PBI when you close andload - unless there's a filter in PQ not loading the data to PBI.
Without seeing your file it's also very hard to see exactly what is happening.
