We are looking into make our project as a product and reuse the efforts. All our data source is SharePoint Online List and reports in one PBIX using PowerBI service.
The SharePoint List/site we are able to get the template and house it it anywhere onperm or cloud. The rule we are adhering to is no custom apps in in sharepoint and fix schema.
What are the best practices for updating the URL for the data connection in PBIX for these changes ?

Not entirely sure what you are going for here, but you can always open up your queries, go to Advanced Editor and modify the URL for the data connection. Also, you can do this in the query editor by clicking the gear icon next to the "Source" step.
Under option i see data source setting , but those are used for most recent list.
