Data Modeling Many To Many Relationship

While creating data model , I want to avoid many to many relationship.
There are two countries falling in same region so there region ID is same therefore in dim_region table region ID is repeating . Now I am making relationship between dim_region and fact_sales table using region ID which is repeated in both relationship forming is many to many. How to avoid it?
