Sorry not sure what you are trying to accomplish with this measure, a measure that calculates a value would look something like:
measure = Calculate(sum('table'[column]), 'table'[column] = "value")

Are you able to provide a sample pbix file, not sure I understand your requirement and the data generally makes things clearer
