I'm not seeing where this is causing a cyclic reference. Any help would be appreciated!!

It's hard to find the problem from the code you provided.
You may try using the merge query feature instead and check if there's any error.

Cyclic references in query editor steps are usually due to referring to the wrong table/step name so it'll be the previousdata or Imported table names. I would encourage you to see if you can construct the merge using the interface as an experiment. If it won't let you then that'll be the hint.
