Custom Visualizations

Are custom visualizations imported from the store unique to a report?  What I am seeing is the custom visualizations appear in the "Visualizations" pane on the report opened when imported, but not in the "Visualizations" pane on other reports or when creating a new report.  Is this how it works?

They're stored within the .pbix files AFAIK
