C total should be total of A + total of B = 130

Measure =
VAR _total=CALCULATE(SUM([Value]),ALLEXCEPT('Table','Table'[Attribute]))
VAR _Cctotal=CALCULATE(SUM([Value]),FILTER(ALL('Table'),[Attribute] <"C"))
RETURN IF(ISINSCOPE('Table'[MONTH]),SUM([Value]),IF(MAX([Attribute])="C",_Cctotal,_total))
The final output is shown below:
