How can we create a prompt page as shown above. So the report will be loaded depending upon the selected prompts.

After you publish the report to Power BI Service and share the dashboard, the report viewers will also be able to filter the records using the existing filters in filter pane, but they won't be able to save the filter changes.

The end user must be able to filter the records. I think the solution which you have suggested would work while developing the report.
After you publish the report to Power BI Service and share the dashboard, the report viewers will also be able to filter the records using the existing filters in filter pane, but they won't be able to save the filter changes.

Such prompt page is not available in Power BI Desktop. But there is a similar function which can be used to filter the report. Please refer to this document: https://powerbi.microsoft.com/en-us/documentation/powerbi-service-how-to-use-a-report-filter/. After you select the columns, you can filter the columns by adding filters to the report.
