Hello,
I want to create a a cluster chart that shows by location if the target numbers are being hit each month. I was thinking I need to make my axis my locations, my legend the months, and then the value the percentages. Also I want the bars to show the exact values when you click on them but I want them to be a static height and color for a certain range. For example if the percent hit is between 50-100 percent, lets say 89 percent, the bar would be 75% and the color yellow on the graph but when you scroll over it it would tell you 89 percent. Is this possible? I am looking for a step by step an detailed solution. If any clarification is need lmk. I have attached below what the data looks like in excel and I want to know how to take the data from excel and format it, the way I described above, in power bi. The exact locations are blacked out but just assume they are there and have values.

I have posted the sample data in the picture above. I did not include the location names for information security purposes but for the sake of having values lets say that we have the 1-15 starting with 1 at the top and 15 at the bottom for cells A4-A18 that have the blacked out values. I think all the other values should be present in the picture I posted.
