What is the best way to create a document where I can have users select options about pages of a Power BI Report?
Is it old school like create am image of each page and add an option box next to each page image in a word doc?

Do you want to do something like collecting users' feedback for every page of a Power BI report? If so, Power BI doesn't support that as it cannot collect and store data from users' selections. You may think of using Power Apps to collect the data.
In addition, if you want to export every report page as an image, you can try this feature Export entire reports to PowerPoint. This will export every page as an image on an independent slide.
