Create Custom visual

Hi,

We want to have visuals in PowerBI. Color of each number cell should get changed as per underlined data value. Kindly guide, how we can create such visuals in PowerBI desktop and can be published.

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
