A lot of people in the organizzation had their personal bookmarks, and if I made a change on a report I have to republish it on the workspace, so I delete all bookmarks. There is any way to save them?
I searched in the forum but the recent post I saw was labeled 2022. Is there any update?

Do you know if I save the report as *.pbip among the files saved it creates one for personal bookmarks. I tried to check but it doesn't seem like it. But I want to be sure.

The personal bookmarks are only used in the service and for the specific user that is seeing the report,you don't have on PBI files personal bookmarks.
Even more not even an admin can change or view what are the personal bookmarks a user is creating and updating, they are specific to each user.
Has refered previously, the only option I could find to make the personal bookmarks dissapear was if you delete de previous report and then publish with the same name, that will give a different ID to the report (even the name being the same) making the personal bookmarks unavailable.

Bookmarks in the powerbi service differ from bookmarks created on the desktop version. Normally, if a report designer updates or republishes a report, your personal bookmarks are not affected. However, if the designer makes significant changes to the report (such as removing fields used by a personal bookmark), you will receive an error message the next time you try to open the bookmark.

Yes, I didn't specify that but what I ment was that after publishing, the personal bookmarks on power Bi service, created by users are erased.

Are you publishing the report and overwriting the one that is already there, or are you deleting the one on the service and then publishing a new version?

Check out my blog: Power BI em PortuguêsI don't know what to say, I tried to download the report and the personal bookmarks are gone, they are gone even when I try to copy from workspace to another (even in the same workspace but different folders).
Searching on the forum I saw a lot of old posts with same topic. You can check it out.

You are refering to a different thing, personal bookmarks cannot be downloaded/saved from the service to a PBIX file, they are created in the service and only used in a specific workspace because they are related with the unique ID of the report within the service and for that specific user.
When you publish the report you always need to overwrite the report so that the personal bookmarks aren't lost in the service.

On my experience with personal bookmarks, they do not get deleted if we republish the report on the workspance, not saying it does not happens, but I have never encountered such a behaviour, and also did a test based on your post and the Bookmark was kept.
Only issue I got was when I added a bookmark to a specific page and then deleted it, or when changing some specific visualization or filter that gets changed so the bookmark does is not recognized, and it does not open, otherwise not issues.
