calculation column name =IF(AND([column A2]<[column A3], [column A2]<100), [column A2], "The value is out of range")

first of all I think you have error in this expression
=IF(AND(A2<A3, A2,100), A2, "The value is out of range")
what do you want to say in it expression AND(A2<A3, A2,100) ?
Edited, this is excel equation and want to implement same in Power BI.
