Conditional Grouping?

Hi all, so I have a table with categories associated with rates

EX:

Asia                    0.12       0.15      0.17

Europe               0.18       0.08      0.10

Africa                 0.17       0.11      0.10

 

All of these categories have a secondary category that is a true/false statement.  What I want to do, is if the secondary category is true, to return rates associated with this new group.

 

So, if the secondary category is true for Asia and Europe, but false for Africa, I want it to return a new group name (Category) with the combined average rates of the categories where the condition is true.

 

Is this possible?
