I am unable to see the 'Conditional Formatting' Option anywhere in PowerBI.
I've gone through other threads on the community for this, but I am not able to see the painbrush under Visualizations.
I'm using Desktop 2.40.4554.421 (October 2016 version).

If you add the value column to table and right click on it, can you see the conditional formatting option?
In addition, if you update to newest version, does this issue fixed? Please share some detail content.

The Conditional Formatting has such limited usabilty still that I hardly ever use it!
If I really need Conditonal Formatting I would use one of the Custom Visuals - specifically the Card with States
That being said Conditional Formatting is available!!!
Can you post a screenshot of what visual you are using and where its lacking?

you need to update your version, it only came out in January
