Conditional Formatting based on Text

Hi, 

Is there a way to have a card with conditional formating based on text values (for now I can only see with number values).

For examle I want the card to turn red when text in card shows "underutilized", green when it showes "overutilized". 

I don't want to use the table as I need the card to stick out the result
