I was able somehow to set conditional formatting options on the following visual object (Red dot for values off target - Green dots for value on target). It seems that now I cannot edit anymore those conditional formatting options, I'm able to edit them only for tables, also the trendline suddenly disappeared. Any suggestions? Thank you.

Create a color measure and use that in conditional formatting with field value option in bar
if([Actual] >[target] ,"Green", "Red")

I create a line chart visual and find no conditional formatting for the visual . I want to know how the screenshot you provided came from ?
But you can set conditional formatting with table visual with measure . It must be ensured that the visual used supports conditional formatting .
Measure = IF(SELECTEDVALUE('Table'[Value])>SELECTEDVALUE('Table'[target]),"Green","Red")

As @amitchandak suggested, to do this you have to go set the conditional formatting through "Histograms" and then move to "Line Charts". As the target was static, the idea was that I wanted to set it withouth going through operating languages.
When you change the visual to lines it will hold the same format set with the histogram. Thank your for your reply, It will be usefull for a dynamic approach.
