I want to apply condintional formating if if Aug is greater than july red others wise green !

I hope i answered your question!
You cannot apply the coloring to August only. However, you can create a measure that is MoM % using quick measures. Then, when you apply your conditional formatting to say if one month is greater than the one before it, you would color anything greater than 0 is red and less than 0 is green. It will apply to all months in the visual.
Here is an example I have:
