I'm trying to create a conditional column that would identify a fuzzy match for a result.
So let's say I want to find an entry that has "United States of America" in it. In Excel I can write a function with the search term "United*America" and that would find it, but is there an equivalent when creating a Conditional Column in Query mode in Power BI for it?

Please try the Text filter which support fuzzy match:
You can search it by click the (...) in visualizations pane and select Get more visuals:

we can do fuzzy matching in powerbi, but it's automatic
that's sounds different from your scenario. pls provide some sample data and expected output
