Column Group showing duplicates

I'm trying to add a group to a column but it's showing duplicates for the same entry.

when I examine the column values in a visual there are no duplicates suggesting minor variations

However failing to group both duplicate values results in one of the duplicates being counted in the ungrouped/other category.

Also there are now 2 (blank) values in the group? 

What changed? This never used to happen.

After testing, the group will not show duplicates here

You can try to re-input the value again, then try to group them.
