PowerBI Desktop is running with local German (Germany). I get a simple data feed with two columns: Date and Time (wich are UTC) and values (for every quarter of an hour). I did the import of the UTC Date and Time with field type date/time. So I do not expect an offset for CET (Central European Time) or CEST (Central European Summertime).
Here is my table:
I designed a simple bar chart with UTC Date and Time the Values. Here I get a blank/space on 30th of October 2016 after 2:45 am and before 3:00 am.

That is exactly the day and the time where in Central Europe CE(S)T switches to CET by using an extra hour. So I suppose my date and time are treated as CE(S)T.
1.) How do I force PowerBI Desktop to treat the date and time column as UTC with no extra hour and no space in the chart?
2.) How do I force PowerBI Desktop to convert this UTC to CEST and CET (consecutively recognizing summer- or wintertime) and to display CEST/CET in the chart?

You can modify the display format at modeling tab:

About convert timezone, you can use add a custom column in power query to store the different timezone, then use these columns as the axis of chart.
