Change Y-Axis count for Stacked Chart

Hi All,

I'm looking to see if I can get a stacked column chart to have an arbitray Y-Axis.  I have a basic spreadsheet as the data source.  Two columns.  Column A is location, column B is count.  Column B is tied to the Y-Axis.  Right now the max of the Y-Axis is tied to whatever the highest count value is.  So let's say the highest count has a value of 5, that's the max the Y-Axis will show.  Can I set the chart up to show 20, so that's more representative of what the 5 means from a high level?  Or in other words, the location with a value of 5, won't go all the way to the top of the chart.  

I hope that makes sense.  Thank you for taking the time to read through this.

@icarder97 you can set the upper and lower bound ranges on the formatting pane. see below, you can give start and end value.
